P.B. Hemantha Jayasinghe is a distinguished sustainability leader, former Director General and CEO of the Central Environmental Authority (CEA) of Sri Lanka, and the visionary founder of SustainoaX Global Pvt Ltd. With over 16 years of multidisciplinary experience spanning manufacturing, engineering, regulatory compliance, and sustainable development, he brings a rare fusion of technical expertise, strategic insight, and executive leadership.
Mr. Jayasinghe has led transformative environmental governance in Sri Lanka, aligning national efforts with global conventions like Basel, Rotterdam, and Stockholm (BRS). As the BRS competent authority, he advanced hazardous waste management, chemical safety, and international environmental diplomacy. He actively contributed to UNFCCC processes, NDC drafting, and collaborated with NGOs and donor agencies such as the World Bank, ADB, KOICA, and JICA to strengthen Sri Lanka’s environmental framework.
Under Mr. Jayasinghe’s leadership, the CEA achieved key milestones including ISO 9001:2015 and ISO 17025:2017 certifications, nationwide rollout of EIA, EPL, and SWML processes, and integration of SDGs and GHG strategies. He spearheaded national guidelines on emissions, noise, water, waste, laboratory functions, and environmental health under the National Environmental Act.
Through SustainoaX, Mr. Jayasinghe empowers businesses to adopt ESG principles using global frameworks like GRI, SASB, ISSB, CDP, TCFD, TNFD, and the GHG Protocol. He guides clients in GHG audits, compliance, supply chain sustainability, SBTi, and sustainable investment disclosures under EU Taxonomy, SFDR, and PRI.
He is a certified Lean Six Sigma Black Belt, a member of the Institute of Chemical Engineers (IChemE UK), and a doctoral researcher focused on the intersection of regulatory sustainability and industrial performance. He is also an expert in Manufacuring Management holding MSc / PgD for Manufacuring Management and MBA for Busiess Management brings strategic depth and process excellence to every initiatives he leads. In addition, he is a recognized expert in ESG strategy, ISO systems with a focus on environmental management, and a champion of business excellence, driving impactful transformation across industries and institutions.
